Introduction
HangZhou Municipal Economic Commission specializing in administrating industrial economy is a Department of HangZhou Municipal Government. It is responsible for supervising and analyzing running situation of industrial economy of HangZhou, executing industrial policies formulated by nation and province,directing industrial restructure, promoting industrial investment and local industrial economic development. Recently incentives on incubating key industrial enterprises,constructing industrial parts,reforming production technology and innovating scientific technology and so on are being implemented. It also makes emphases on initiating industrial projects for foreign investment. HangZhou Industrial Assets Management Co.,Ltd (more than 120 enterprises within its jurisdiction) and 6 state-owned enterprises authorized to run by themselves are directed by the commission on industrial development.

Introduction
HangZhou Small and Medium-sizedEnterpriseServiceCenter (hereafter refers to the Center) is an institutional organization set up by HangZhouMunicipality in accordance with the national policy of vigorously supporting small and medium-sized enterprises. It is specialized in offering all-round services for those small and medium-sized enterprises in HangZhou and its surrounding areas. The Center airms to facilitate the system initiative,management initiative and techinque initiative for small and medium-sized enterprises and help them to make greater progress on the basis of new mechanism,new management,as well as new science and technology.
