After travels to hundreds of mountains in the vast south of the Yangtze River, particular in my memory is the clear beauty of Tonglu. So reads a poem. On the prime tourist route of three rivers of two lakes, i.e. West Lake-Qiantangjiang River-Fuchunjiang River-Xinanjiang River-Qiandaohu Lake-Yellow Mountain, Tonglu has a history of more than 1,770 years since its establishment as a county in A.D. 225 in the Three Kingdoms Period of ancient China. Thanks to its green mountains and clear water, bizarre caves and fascinating rocks, the County hosts tourists of 3,000,000 person-times a year, championing among Chinas county tourist attractions, and it belongs to the Yangtze Delta economic belt, being among the first coastal counties in China approved of economical openness by the State Council.

At the onset of the 21st century, the County adheres to the strategy of getting the County established by industry, upholds a scientific outlook on development, follows the path of sustainable development, and actively implements the industrial measures of being in line with the cosmopolitan Shanghai, and blending into the Yangtze Delta. Consequently, the Zone is the very arena for the industrial economic development and funds attraction of the County.

The Zone is a provincial-level economic development zone approved of by Zhejiang Provincial Government. In the past decades development and construction, it has cumulatively input funds of RMB663 million into the infrastructure construction, and primarily brought into being four functional sections, namely industry, commerce and trade, tourism and vacation, and culture and education. Up to now, there are altogether more than 300 domestic and international enterprises settling here in the Zone, among which 290 have completed and been put into production and 63 are overseas-invested.

Situated in the county seat of Tonglu at the southern side of the Fuchunjiang River, and being 75 kilometers away from Hangzhou City proper, the Zone is included in the half-an-hour-drive economic rim of Hangzhou. With convenient transport, the National Highway No. 320, Hangzhou-Qiandaohu Express Way (open to traffic at the end of 2005) run through the Zone, only 3 hours drive to Shanghai and Ningbo Ports, and the waterway along the Fuchunjiang River reaches the Qiandaohu Lake upstream and the Hangzhou Bay downstream. The Zone has initially given rise to an industrial pattern dominated by such industries as knitting and weaving, leather garments, mechanic and electronic, medical instruments, trunks and purses, and bio-pharmaceutical.

The Zone offers all-around supports for non-local investors in their land use, taxes, loans, and so on, and provides one-stop administrative services including follow-up service during the whole process from project approval to production. It focuses its efforts in overseas fund attraction and foreign-trade expansion, and encourages overseas investors to set up their productive enterprises, especially new- and high-technological ones. Concurrently, it also actively works for attracting overseas funds through the incoming overseas investors and attracting overseas funds through its residents, and strives for a win-win of both the Zone and its investor through multiple forms including industrial fund-attracting and intermediary fund-attracting.
